well yes, that's the argument but not the conclusion:
720 shows 25 or 30 framer per minute depending. Each frame is full, but loads line by line. If you are familiar with pixels. Each line of pixels are created one by one.
1080i video has a higher resolution, but instead of showing each frame, it draws every other line in frame one, then every line that wasn't drawing in frame one in the next frame, repeat, repeat, meaning that basically the resolution is higher, as in, there are more pixels on the screen, but you are only seeing 50% of what you are supposed to. Your brain "fills in the rest." Anyone who used a 50hz monitor understands that that is a serious strain on the eyes on a permanent basis compared to 720.
