Is this correctly transcribed?
If yes what are:
2.steel from the dreams - is he referring to the 'padlocks' about which he dreamnt?
3. touch'em - touch who ? other prisoners? guards?

"padlocks in my socks, steal from the bed springs..."
in prison everything is locked down. prisoners make weapons out of literally everything. pac is referring to stealing (or picking and then stealing) padlocks, which are used as weapons when placed inside a pillow case or a sock. pac will assault (or "touch") the c.o.'s (care/county officers) with his weapon.
cee-lo is a gambling game played on the street (like craps). the objective is to hit 4,5,6. yaki is saying that his life has been a gamble since his partner had been locked up.

pac's use of the term tattoo tears is regarding constant sorrow such that tears are always on one's face (which is analogous to a tattoo).
interestingly, tattoo tears in the prison population mean something completely different. jailhouse teardrop tattoos under one's eye signifies a jailhouse murder while incarcerated. one drop per body.

i always thought he means using the binoucolars to "see" what's really going on cause later in song he says "but in real life they yo enemies" and such stuff. so using them binocs to get a clearer picture of what's going on. that scooping woment thing doesnt relly fit to the song imo.
