It's a show by the comedy duo Downtown. In the show, they compete in events such as running or swimming (whatever they come up with). The losers has to go thru a "punishment game". This particular punishment game involves a class room setting and the point is to not laugh while they show funny videos. The clip they're laughing at is with Jimmy Oonishi. Jimmy is known for his low IQ so it's nearly impossible for the guys to keep a straight face while Jimmy tries to read a book written in English. The punishment can be anything from a kickboxer kicking you in the ass to an old lady tongue kissing you.
